Orange Coast College and the Coast Community College District selected B&D in 2013 to conduct a mixed-use facility study and to provide assistance during the selection of a student housing developer. During the first phase of a four-phase plan, we worked with the college to identify the strategic objectives of the campus edge initiative—specifically student housing and mixed-use spaces—and determined the range of possible public-private partnership structures. B&D’s recommendations included the development of a 280-bed, on-campus apartment complex and a 105,000 GSF campus village with a conference center, retail, food space, and an affiliated hotel. In the second phase we defined and evaluated the parameters of each project component, considering programmatic, locational, market, political, capital, and operating requirements. Additionally, we coordinated with the college’s master planning effort to ensure consistency, and conducted focus groups with students and stakeholders. And after assisting with RFQ and RFP development, we were tasked as the college’s owner’s representative during implementation for each development phase.
