Brailsford & Dunlavey Expands Energy and Infrastructure Advisory Practice With Acquisition of Fangman Associates

WASHINGTON, DC, AUG. 31, 2026 – Brailsford & Dunlavey (B&D), a national advisory and program management firm, today announced its acquisition of Fangman Associates, an established advisory firm specializing in district energy and infrastructure, led by industry executive Leslie Fangman. 

The acquisition expands B&D’s capabilities in strategic energy planning, district energy, infrastructure delivery, and public-private partnerships (P3s), particularly for colleges and universities, municipalities, healthcare, port authorities and other mission-driven organizations confronting aging utility systems, decarbonization commitments, and increasingly complex capital decisions. 

Fangman Associates brings more than 30 years of experience across P3 infrastructure, construction, design/build, district energy, and commercial development. The firm’s advisory work spans the full lifecycle of complex infrastructure projects, from early strategy and deal structuring through construction, operations, and long-term performance management. Fangman, a civil engineer by training, brings deep experience across each of those phases.

  • Navigate critical decisions across planning, procurement, delivery, operations, and renewal 

Fangman Associates’ experience includes advancing strategic district-energy projects and closing P3 transactions from the developer’s side, with direct knowledge of developer, design, construction, and operator considerations. The firm played a leadership role in the National Western Center district-energy P3 in Denver, which includes the largest sewer-heat recovery district-energy system in North America.
